I think you may mean spina bifida. It's a very serious condition, and depending on the severity of it, can lead to the baby being stillborn or dying soon after birth. It is often accompanied by hydrocephalus, or fluid on the brain. milder cases of spina bifida will survive and even learn to walk and be perfect in other ways.
The defect is largely preventable by taking folic acid tablets every day before you become pregnant, and continuing to take them for the first 16 weeks at least of pregnancy.
